SummaryThe paper discusses the limited analytical and heuristic utility of formal traditional‐modern conceptualization in terms of institutional and socio‐demographic indices. It shows that such conceptualization is valid chiefly when basic, and even crude knowledge is required in respect to heterogenous and unfamiliar populations. Otherwise, it is liable to prove simplistic and sometimes actually misleading.This is in three important respects:1. There is a fundamental distinction between traditional and modern aspects in static terms of respective institutional and socio‐demographic properties, and between 'traditionalism' and 'modernity' in terms of the capacity to modernize.2. Formal institutional conceptualization wrongly implies the inevitability of overall institutional change in one direction; and it is associated with an image of a linear process in which all the dimensions move more or less together along one scale, or in association. But in reality, not only may specific institutional factors vary independently, and not only are they distinct from, and do not automatically assure, continuous change; but also, and perhaps chiefly, the 'transitional' society is qualitatively as well as quantitatively set apart from both the polar extremes.3. In some important respects, the supposedly 'opposing' traditional and modern patterns are not quite as mutually exclusive as is suggested by institutional analysis. Not only can they coexist under certain conditions, but they may even reinforce each other in the process of change and development. In other words, any approach to the place of tradition in the process of development must be functionally differentiated rather than formal. It is necessary, in each study and plan of induced change, to analyze the various traditions of social groups so as to distinguish within their composition basic significances for development, both positive and negative.RésuméLES CONCEPTS DE «TRADITIONNEL» ET DE «MODERNE» EN RECHERCHE SOCIALE COMPARATIVE ‐ UNE ÉVALUATION EMPIRIQUECet article évoque les limites de l'utilité analytique et heuristique de la conceptualisation formelle en termes de «modernité‐tradition» des indices institutionnels et socio‐démographiques. Ce montre qu'une telle conceptualisation est valable, principalement, lorsque la connaissance de base, non élaborée, est requise pour une population hétérogène et peu connue; s'il en est autrement, elle peut s'avérer simpliste ou quelquefois même trompeuse.Cette prise de position est importante à trois points de vue.I. Il existe une distinction fondamentale entre les aspects traditionels et modernes des caractéristiques institutionnelles et socio‐démographiques, en termes statiques, et entre «traditionnalité» et «modernitd» en termes de capacité de modernisation.2. La conceptualisation institutionnelle formelle implique, à tort, l'inéluctabilité du changement institutionnel global dans une seule direction. Elle est associée à l'image d'un processus linéaire dans lequel toutes les dimensions se meuvent, plus ou moins, ensemble au long d'un continuum ou en association. Dieses Begriffspaar gilt vor allem, wenn grundlegende oder nur grobe Kenntnis von heterogenen und ungewóhnlichen Populationen erforderlich ist. Andernfalls muss es sich als vereinfachend und gelegentlich sogar irreführend erweisen. Das gilt in drei wesentlichen Richtungen:1. Es gibt einen grundlegenden Unterschied zwischen traditionellen und modernen Gesichtspunkten der institutionellen und sozio‐demographischen Eigenschaften, und zwischen Traditionalismus und Modernität im Sinne der Fähigkeit zur Modernisierung.2. Sie konnen unter gewissen Bedingungen koexistieren und sich sogar im Prozess des Wandels und der Entwicklung gegenseitig stärken. Mit anderen Worten: Die Rolle der Tradition im Entwicklungsprozess muss funktionell differenziert und nicht formal behandelt werden. Bei jedem Studium und Plan induzierten Wandels sind die Traditionen der sozialen Gruppen zu analysieren, urn in diesen grundlegende positive und negative Merkmale, die für die Entwicklung wichtig sind, zu unterscheiden.
SummaryProceeding from the assumption (discussed in an earlier paper) that regional cooperation can have important developmental functions as regards mobilization of own resources, social integration, redistribution, and societal participation, the paper sets out to examine community characteristics which influence differential interest and involvement in such cooperation. Three major dimensions are explored in this connection: general regional propensity, reflecting spatial constraints (in terms of proximity and ecological interdependence) and socio‐cultural predispositions (in terms of the centrality of autonomy as a value, and of openness as against rigidity in interacting with out groups); actual regional utility as measured against the potential developmental functions of the region, reflecting the extent to which a community possesses a proper "cooperative mass" (in terms of size and wealth in various spheres), and whether functional alternatives to regional cooperation are available to it; and acceptability, as defined by compatibility with potential partners. SummaryTOWARDS A SOCIOLOGICAL ANALYSIS OF REGIONAL DEVELOPMENTThe paper reports on a study dealing with emergent regionalization among veteran settlements in Israel. Regional organization is approached in a functional way, as a social system in a process of change and is considered in its micro and macro aspects. The focus of the analysis is threefold: the function of the region as a mechanism of developmental change in terms of social integration, increased participation and redistribution, and improved mobilization; the factors which influence the process of regionalization, in its initial emergence, and in its sustained functioning; and the relationship between Merent forms of regional organization and social structure and institutions.RÉSUMÉVERS UNE ANALYSE SOCIOLOGIQUE DU DEVELOPPEMENT REGIONALCet article fait le point d'une étude portant sur les tentatives de régionalisation dans les plus anciennes zones de colonisation en Israel. L'organisation régionale est vue, ici, dans une optique fonctionnelle, en tant que système social ‐ aussi bien dam ses aspects micro que macro sociologiques ‐ en cours d'évolution. L'essentiel de l'analyse porte sur trois points; en premier lieu, les auteurs abordent la fonction de la région en tant que mécanisme d'évolution en termes d'intégration sociale, de valorisation des ressources, participation et redistribution accrues. En second lieu, sont étudiés les facteurs influençant la naissance et le fonctionnement du processus de régionahsation. Die Analyse konzentriert sich auf drei Punkte: Die Funktion der Region als Mechanismus des Entwicklungswandels einschliesslich der sozialen Integration, der wachsenden Partizipation und Umverteilung und der verbesserten Mobilisierung; die Faktoren, die den Prozess der Regionalorganisation bei ihren ersten Anfängen und bei ihrem fortgesetzten Funktionieren beeinflussen; und die Beziehungen zwischen verschiedenen Formen regionaler Organisation und sozialer Struktur und Institutionen.
SummaryThe Role of Regional Organization in Rural DevelopmentThis paper constitutes a report on the concept of regional organization in Israel and some aspects of its implementation. The term 'regional organization' is used in its broadest sense, covering formally organised enterprises as well as networks of relations, and including both manifest and latent functions. Regional organization is treated both as a method of development and as a social system growing out of daily interaction. The paper consists of four parts: first, a brief outline of rural and general development in Israel is sketched, as the background against which regional organization is analysed. Second, the concept of regional organization in Israel, i.e. the goals and functions, is presented. Third, the problems which arise during the implementation of this concept are discussed, including: a. the size and composition or the regional system, b. its ecological basis as opposed to its functional character, c. the scope of regional cooperation, d. the internal conditions necessary for the sustained development of the regional system as a whole, e. the general institutional conditions suitable for regional development. Fourth, and finally, a brief description of a current research project on some of these problems is given.
